Organizational Structure of the Grama Panchayat

The Grama Panchayat is the basic unit of the local self-government system. It functions through an organizational structure comprising various bodies to implement development activities and administrative services with the participation of the people.

1. Gram Sabha

  • The Gram Sabha is the general body consisting of all voters in the Grama Panchayat.
  • It discusses development plans, welfare activities, and budget proposals and provides suggestions and feedback.
  • It ensures public participation and community oversight of Panchayat activities.

2. Grama Panchayat Governing Body

  • The governing body consists of elected Ward Members.
  • The Panchayat President is the Chairperson of the governing body.
  • The Vice President assists the President and assumes responsibilities in the President’s absence.
  • It takes policy decisions relating to development projects, financial matters, and service delivery.

3. Standing Committees

The following Standing Committees generally function in the Grama Panchayat:

  • Finance Standing Committee
  • Development Standing Committee
  • Welfare Standing Committee
  • Health & Education Standing Committee

These committees monitor activities in their respective areas and provide recommendations for effective implementation.

4. Panchayat Office

  • Functions under the leadership of the Secretary.
  • Handles administrative and financial matters.
  • Provides various public services.
  • Services include birth and death registration, licences, building construction-related services, grievance redressal, waste management, tax collection, etc.
  • Implements various welfare schemes and development programmes for the public.

Working Groups function in various sectors, including:
